In 2009, the European Commission announced that the European Parliament would no longer require EU citizens who do not carry an EU passport to apply for the country of residence in which they take part, as long as the applicant has been declared a foreigner.

This was a major reversal of EU treaties, where the country of residence was decided at the last European elections in 1993 and the candidate to occupy it was then a German or French citizen, but no European law was passed.

Germany and France, who were then under British rule, had fought for a change in EU law that would force these countries to provide passports to nationals who do not have Germany as a permanent residence. It was a concession to Germany’s European Union membership aspirations which would have given the Schengen Area a new and much improved status.

The EU Parliament had now approved the proposal, the European Parliament adopted it, and the vote took place in an extraordinary round of 90 minutes in Strasbourg. At 4 p.m. Brussels time on 2 April, more than 150,000 citizens of the 28-member bloc and 23,200 members of the British government signed petition in favor of the proposal.
