A service grant is defined as any financial incentive to perform activities for a public agency, such as

(a) an award to a private entity whose actions the organization determines is to be reasonable under this Act

(b) an award that is awarded for a cause of action under this Act within a prescribed period of time after such award is granted to an administrative entity

(c) any other monetary benefit authorized or provided to the organization under the program or program benefits in this Act.

  1. The purposes for which a financial incentive for performance of business services under this section may be provided

(a) under clause (x),

(b) under regulation 1405 of the Financial Administration Act (24 U.S.C. 1805),

(c) under regulation 1512 of the Securities Exchange Act of 1934 (11 U.S.C. 7819, 22 U.S.C. 2581 et seq.)

(d) under regulation 1515 of the Federal Deposit Insurance Act, 10 U.S.C. 78b et seq. or 1615 of the Securities Exchange Act of 1934 (5 U.S.C. 1415a et seq.)

(e) under regulation 3053 of the Securities Exchange Act of 1934, 11 U.S.C. 28a et seq. or 3130 of the Securities Exchange Act of 1934 (5 U.S.C. 1433 et seq.) or 3230 of the Securities Exchange Act of 1934 (5 U.S.C. 1443 et seq.) or 3232 of the Securities Exchange Act of 1934 (5 U.S.C. 1451 et seq.) or 3234 (5 U.S.C. 1450 et seq.) in connection with activities conducted under this Act or under regulations issued under section 102 with respect to them and

(f) under regulations 805 and 809 of the Federal Deposit Insurance Act, 10 U.S.C. 1431, 1615.

  1. The amount or types of financial incentives under this section

(a) may be provided under paragraph (2)(b) in any of the following circumstances

(i) by the organization

(ii) for purposes of financial assistance under this Act (including, at the option of the entity that performs business services under this Act, financial assistance to the agency).
